Vintage Needlework Pin Cushion in Silverplate (?) Base

Measures:  5” across, 1” tall

The base for this pin cushion is very heavy, I can’t find an indication of sterling, I think it could be silverplate.  The decoration is ornate and detailed inside and out.  It is made in Japan, I suspect around the ‘60’s – 70’s.  The needlework rose is quite beautifully done, the bottom is a velvety material, it is all hand stitched.  This could be enjoyed as is or a new cushion could be put in this very pretty base!
