Late 1800s Swan Pincushion, Silver Plate?

Measures:  3.25” tall, 3.5” long

This beautiful swan pin cushion came from the estate of a collector. I’m not sure what the metal is, but I believe it could be silver plated. The cushion is velvet. There is no damage to the swan and only pinholes in the cushion.   The velvet is original and is in very good condition.  There is no maker’s mark visible to me.
